Mr. Stevens is the Assistant Director, Homeland Security Investigations (HSI) Domestic Operations.
As the Assistant Director for Homeland Security Investigations (HSI) Domestic Operations, Mr. Stevens leads the operational and administrative management of HSI’s 235 domestic field offices, encompassing more than 7,000 special agents, 1,000 criminal analysts, and thousands of support personnel across 30 Special Agent in Charge (SAC) offices. He ensures HSI’s workforce is strategically aligned with national priorities, effectively addressing a wide range of criminal threats, including narcotics trafficking, human trafficking, financial crimes, cybercrime, and trade enforcement. Mr. Stevens plays a pivotal role in implementing investigative governance and ensuring that HSI’s mission priorities, as established by leadership and Congress, are executed with precision across the country.
Mr. Stevens is responsible for directing major enforcement initiatives, coordinating multi-jurisdictional field operations, and strengthening multi-agency collaboration with federal, state, local, tribal, and international partners. He provides critical operational reporting to HSI executive leadership, ensuring informed decision-making on emerging threats and enforcement outcomes. By anticipating evolving challenges in law enforcement and proposing forward-looking solutions, Mr. Stevens supports efforts to combat transnational criminal organizations and safeguard U.S. security, both domestically and abroad.
With over 32 years of law enforcement experience, Mr. Stevens provides critical operational and administrative oversight for criminal investigations that fall under HSI's statutory authority. He possesses extensive knowledge of the challenges posed by cross-border criminal activity and the influence of transnational criminal organizations on both border and interior communities. Mr. Stevens recognizes the significance of maintaining essential partnerships with federal, state, local, tribal, private sector, and academic stakeholders to achieve mission effectiveness.
Mr. Stevens has held key domestic and headquarters positions within HSI, where he has gained extensive law enforcement and managerial expertise. He contributed to HSI Headquarters by supporting the Department of Homeland Security's Southern Border and Approaches Campaign under the Joint Task Force-Investigations. His experience includes serving as a Staff Coordinator in the Counter-Narcotics and Terrorism Operations Center at the Special Operations Division and as the Division Chief of Domestic Operations.
Previously, he served as the Special Agent in Charge in El Paso, TX, Deputy Special Agent in Albuquerque, NM, and as the Assistant Special Agent in Las Vegas, NV. He also worked as a Group Supervisor in Phoenix, AZ. His assignments have involved various specialized units focused on programmatic areas such as gangs, drug trafficking, and human smuggling. Additionally, Mr. Stevens has experience as an agent in HSI offices located in Nogales, Tucson, and Casa Grande, AZ.
Mr. Stevens has played a key role in organizing and leading National Special Security Events (NSSE) and Special Event Assessment Rating (SEAR) events in Phoenix, including Super Bowl XLIX and multiple events in Las Vegas. Before his tenure with HSI, Mr. Stevens served as an Arizona State Trooper. Additionally, he is a United States Marine Corps veteran, having been assigned to the White House Military Office and the 1st Batallion and 4th Marines.
